Homestead and the agricultural country around it are a different world from the rest of Miami-Dade. Lots are larger, houses sit further back from the road, and the land is still substantially in agricultural use. Draining a two-hundred-foot approach is a matter of managing where water goes along its entire length, on some of the flattest land in Miami-Dade, in a place where the water table is close to the surface and the rain arrives an inch at a time.
The failure mode is specific and it is very common. Water sheds off the whole length of a drive toward whatever the lowest point happens to be, and if nothing has been designed, that low point turns into a saturated patch that never fully dries. Saturated ground loses its bearing capacity, the base above it stops being supported, and the surface fails there first while the rest of the run is still perfectly sound.
Handling it means planning the fall along the run rather than only across it, and giving the collected water somewhere to actually go -- a swale alongside, a cross drain at the low point, or a designed outfall. On agricultural land there are often existing ditches and field drains that can be worked with, which is usually the cheapest good answer available and one a contractor unfamiliar with the area will not think to ask about.
