Miami-Dade is not one paving market. It is a coastal ridge, a broad flat inland shelf, an industrial corridor, and an agricultural south, and the ground changes enough between them that a build which works in one is the wrong build in another. Add more than thirty incorporated municipalities, each running its own building department, and the administrative picture varies as much as the soil does.

What does not change is what the county is built on and what falls on it. Oolitic limestone beneath sandy soil and fill; groundwater high enough beneath a large share of the county to change how a base performs; and an annual sixty inches or so of rain that arrives as short violent cells rather than as steady drizzle. The Atlantic Coastal Ridge is the strip of slightly higher ground running roughly parallel to the coast through the eastern side of the county. It is not high by any normal standard -- this is a county measured in single-digit and low double-digit feet above sea level -- but in a place this flat, a few feet of elevation is the difference between a site that sheds water naturally and one that does not.

West of that ridge the land flattens out toward the Everglades, and the water table sits closer to the surface. Uncontrolled fill can be anything, and what it does under a driveway is genuinely unknown until someone opens it. The regional standard -- rolled lime rock sitting on a subgrade that has been prepared first -- exists precisely to insert one known, engineered layer between the surface and whatever nobody can see.

The practical consequence for a homeowner is that nobody can price a driveway here honestly without looking at the ground, and the ground has to be looked at on the site rather than inferred from the neighbourhood. Two houses on the same street can sit on different fill.

Thirty-Plus Municipalities, Thirty-Plus Rule Sets

Miami-Dade contains more than thirty incorporated municipalities, plus substantial unincorporated areas administered by the county itself. Each incorporated city or village runs its own building department with its own permit thresholds, its own fee schedule and its own review timeline.

For paving, that means the answer to a simple question -- does this job need a permit -- genuinely depends on your address rather than on the type of work. Resurfacing an existing driveway, rebuilding one from the ground up, widening a drive, and changing where it meets the public road are frequently treated differently from each other, and the thresholds are not consistent from one municipality to the next.

On top of that sit homeowners associations, which are common across the county and which run entirely separately from any municipal process. HOA approval is frequently the longest single item in a project calendar, and it is worth starting before anything else rather than after a contractor has been chosen.

None of this is difficult. It simply has to be checked address by address -- and whatever quote arrives should be explicit about where the permit fee sits: inside the headline number, or added afterwards.

What Fails Here, County-Wide

Nowhere in Miami-Dade experiences a freeze-thaw cycle, which takes away the mechanism responsible for most asphalt destruction elsewhere in the country. Nothing here gets wedged open by expanding ice each January. A hairline split therefore remains hairline considerably longer than the same split would survive in a cold-weather market.

In its place sits a two-stage chain powered by sun and water. Twelve months of ultraviolet load oxidises the binder gripping the aggregate, which is why an unsealed drive drifts from black to grey, roughens underfoot, and eventually starts losing stone. A surface that has turned porous lets storm water through and down. Once it reaches the material below, that material is scoured out, its bearing strength goes, and the top then collapses into whatever shape the cavity beneath has taken.

Near the coast, salt air accelerates the surface half of that chain. Inland, the high water table worsens the base half.
